    <description>After integration of the District Munsif and Munsif-Magistrate cadres into a common unit, promotions to Sub-Judges had to follow the common seniority list and the governing service rules. Region-wise promotions for Andhra and Telangana officers, made outside that structure, were held invalid because they altered service conditions to the detriment of protected employees and denied similarly situated officers equal treatment in promotion. The Court also held that the petition was not barred by delay or laches, as the grievance concerned continuing seniority consequences, had been pursued through representations, and no intervening equitable factor justified refusal of relief. Writ relief was granted to reconsider the petitioners&#039; cases and correct the seniority position in accordance with law.</description>
