Building a robust ecosystem for Green and Sustainable Finance in India (Valedictory address delivered by Shri M. Rajeshwar Rao, Deputy Governor, Reserve Bank of India - April 17, 2025 - at Credit Summit 2025 organised by the Bharat Climate Forum at New Delhi)

A coherent national framework for green and sustainable finance requires a national green/climate finance taxonomy, harmonised regulatory treatment of climate-related financial risks, robust assurance and verification standards to prevent greenwashing, and mandatory climate-related disclosures across governance, strategy, risk management and metrics. Standardised data and technical capacity-supported by a Climate Risk Information System providing physical and transition risk datasets and a carbon emission factor database-are essential to enable uniform risk assessment. Blended finance, de risking instruments, strengthened DFIs, and technology-enabled innovation are proposed to mobilise scalable private capital while managing increased credit risks from the green transition.
