    <description>Authorisation for pronouncement of orders is permitted when the Members who heard a case are unavailable or have ceased to hold office. The President may authorise another Member to pronounce the order after confirming that it has been duly prepared and signed by all hearing Members. The authorised pronouncement is deemed valid, and the authorised Member must sign the order sheet recording the pronouncement. If an order cannot be signed due to death, retirement, resignation or any other reason, the matter is treated as released from part-heard status and listed afresh for hearing.</description>
