    <description>The Central Government may make rules to regulate transaction of business by each Board, and orders or acts done under such rules are deemed to be those of the Board. Every rule must be laid before both Houses of Parliament for a cumulative period of thirty days; both Houses may jointly modify or annul the rule before the expiry of the session(s), and any modification or annulment does not affect the validity of prior actions taken under the rule.</description>
