    <description>The Commission may, on an application made before the demand notice due date, extend time for payment or allow payment by instalments subject to conditions it deems fit. Failure to pay within an extension renders the enterprise or person deemed in default. If an instalment is missed, the enterprise or person is deemed in default as to the whole outstanding penalty and all remaining instalments are treated as due on the date of the missed instalment.</description>
