    <description>The Chennai City Municipal Corporation Act, 1919 was construed as vesting control of public streets and their appurtenances, including bus shelters, in the Municipal Corporation, together with the duty to maintain and regulate them for public safety and convenience. A Government order could not enlarge the transport undertaking&#039;s powers beyond the statute, so it could not validly assume authority over bus shelters. A long-term settlement and related contracts made without the Corporation&#039;s involvement and without tender were held unsustainable because they conflicted with statutory authority and were tainted by collusion and fraud on public rights. The arrangement was annulled and management was required to proceed through a fair, transparent tender or auction process.</description>
