    <description>Section 23 of the Wakf Act, as amended, confined the State Government&#039;s power to appoint a full-time Chief Executive Officer to a panel of two names suggested by the Wakf Board, and the earlier requirement of consultation was no longer part of the statutory scheme. The provision was also read to permit deputation of a Muslim officer of equivalent rank only where no Muslim officer of the prescribed rank was available. A subordinate rule could not revive consultation or enlarge the statutory power. An appointment made outside the Board&#039;s suggested panel was therefore not sustainable under the amended mechanism.</description>
