The Court ruled that educational institutions imparting medical or engineering education must have fees fixed by the Committee on Fixation of Fee under Section 4(2-A), which has overriding effect and requires no government notification. The plea of estoppel was rejected as legislative modality cannot be bypassed. The University was directed to submit materials to the Committee within two weeks for appropriate fee structure determination for 2013-14 onwards and current session 2018-19, with completion by 31.08.2018.</description>
