    <description>Section 65 of the Hyderabad Agricultural Debtors Relief Act, 1956, expressly repealed the earlier Debt Conciliation Act and dissolved all Boards, so any proviso purporting to save pending proceedings before non-existent Boards was ineffective where it conflicted with the enacting part. The pending Board proceedings therefore lapsed, and there was no surviving legal basis to keep the civil suit in abeyance. The civil court could proceed with the suit already pending before it because the matter was no longer legally before the Board.</description>
