    <description>Where a police officer, with supervisory approval, believes property is derived from criminal activity, the Court or Magistrate may issue a show-cause notice calling for explanation and may order attachment of properties found to be proceeds of crime after considering explanations and giving a reasonable opportunity to be heard; the Court may act ex parte if the person does not appear or if issuing notice would defeat the object of attachment. If properties are found to be proceeds of crime, the Court directs the District Magistrate to rateably distribute them to affected persons, and any unclaimed or surplus proceeds forfeit to the government.</description>
