    <description>The amended reservation regime under the Central Educational Institutions (Reservation in Admission) Act, 2006 was read to apply to Central Educational Institutions in the specified north eastern region, including Manipur University. The provisos inserted into Section 3 were construed as preserving the reservation pattern actually prevailing immediately before commencement of the principal Act, rather than allowing the general percentages in Section 3 to reapply after amendment. The same pre-existing factual base had to be used for fixing both SC/ST and OBC reservation in the covered institutions. Manipur University therefore remained governed by the amended proviso, and the reservation pattern of 2% for SC, 31% for ST and 17% for OBC was upheld.</description>
