The governing principle was that subordinate rules could not override an express retrospective mandate in the parent Act. On District Judge appointments, the roster-based service scheme had to be worked out from 31 March 2003 in line with the applicable rules and earlier directions, with the High Court required to identify the roster points and report back for further orders.</description>
