    <description>A legislature may repeal an existing statute even if its constitutional validity has been questioned, because repeal is distinct from judicial nullification of an enactment. The Manipur Legislature was therefore competent to enact the Repealing Act, 2018. However, a saving clause cannot validly preserve rights and obligations under a statute treated as constitutionally unsustainable and brought to an end, so the saving clause was struck down. To avoid administrative chaos and injustice, the Court preserved the acts, deeds and decisions duly undertaken by the Parliamentary Secretaries during their tenure under the 2012 Act.</description>
