    <description>Section 2 of the Forest (Conservation) Act, 1980 requires prior Central Government approval for every post-25 October 1980 State order that de-reserves forest, permits non-forest use, or assigns forest land by lease or otherwise. Earlier non-forest use does not permit a State to extend, renew, or freshly authorise such use without approval. Regularisation of pre-1977 forest encroachments may be considered where the State had adopted a qualifying pre-Act regularisation policy and Central approval is granted subject to conservation conditions, including demarcation and compensatory afforestation. Any future regularisation proposal remains subject to prior approval and the Act&#039;s conservation objectives and guidelines.</description>
