After completion of a Court-monitored investigation, the supervisory role of the Court ends and does not extend to assuming the functions of the Magistrate once the final report is filed. The investigating agency must submit its final report under Section 173 of the Code to the competent court empowered to take cognizance, along with the collected material. If the report is a closure report, the complainant must be given notice and supplied the relevant material before any final decision is taken. The Special Investigation Team was directed to forward the report to the competent court for proceedings in accordance with law.
