    <description>At the stage of cognizance and issuance of process, the Magistrate must only determine whether a prima facie case exists for summoning the accused and must not undertake a detailed evaluation of evidence or possible defences. Criminal proceedings may be quashed only where the complaint discloses no offence or is frivolous, vexatious, or oppressive. The presence of civil aspects does not justify quashing if the allegations satisfy the ingredients of the alleged offences. Applying this standard, the SC held that the High Court was not justified in setting aside the summons because the complaint disclosed prima facie criminal offences and had to proceed to trial.</description>
