    <description>Constitutional guarantees of equality, personal liberty and human dignity do not permit routine handcuffing of undertrial prisoners or class-based restraint based on wealth, education, social status, or the alleged offence. Handcuffing is lawful only in exceptional cases where concrete material shows a real risk of escape, violence, or similar necessity. The authority must record contemporaneous reasons, and the court must be informed so the restraint remains under judicial control. Less restrictive measures, such as additional escort or protected transport, must be preferred where adequate. The law therefore makes freedom from handcuffs the norm and permits irons only as a last resort.</description>
