The Court also applied severability and held that, where renewal was otherwise valid but the authority imposed an unlawful shorter term, the invalid duration could be severed and the Transport Authority directed to fix the renewal within the statutory range. Relief was therefore confined to correcting the unlawful limitation on duration.</description>
