Even so, the defects did not justify disturbing the acquittals on the facts recorded. Given the long lapse of time, deaths of some accused and uncertainty over witnesses, a fresh trial was held impracticable; retrial was declined and compensation was directed to the victims and the families of the deceased under public law principles.</description>
