The power under Section 14 was also held to be executory and administrative, not quasi-judicial adjudication between secured creditor and borrower, so the Magistrates acting under it are not persona designata. The statutory framework was read to permit authorisation of additional magistrates to exercise the same powers for expeditious disposal of applications.</description>
