At the same time, Article 30(1) does not permit an outside authority to exercise an uncanalised appellate veto over the disciplinary decisions of a minority educational institution. A regulation may secure fair procedure, but it cannot impair the substance of administrative control. On that basis, the Ordinance provisions were held inapplicable to the minority institution.</description>
