If the promotees fail to satisfy the stipulated condition within the prescribed time, reversion is justified. The Government Resolution dated 19-3-1979 and the circular dated 24-2-1993, framed for reversions arising from matters such as abolition of posts or repatriation of seniors, do not extend to reversion for non-fulfilment of promotion conditions. Reserved-category status and backlog did not confer a right to continue in the promotional post contrary to those conditions.</description>
