    <description>Early access to the FIR is recognised as part of fair criminal procedure and the right to liberty, so a certified copy may be obtained at a prior stage on application through a representative and must be supplied within the time directed. FIRs are to be uploaded on police or State websites within 24 hours, but limited exceptions apply for sensitive matters such as sexual offences, terrorism, insurgency and POCSO cases, and for genuine connectivity or geographical difficulties. Any decision not to upload must be taken by a senior officer, recorded, and communicated to the Magistrate, with a prompt review mechanism. Non-uploading of an FIR does not by itself entitle a person to anticipatory bail.</description>
