    <description>When Members who heard a case are unavailable or have ceased to be Members, the Chairperson may authorise another Member to pronounce the order if the order has been duly prepared and signed by all hearing Members; the authorised Member must sign the Order sheet and record that he pronounced the order, and if any hearing Member cannot sign due to death, retirement, resignation or other reason the matter is deemed part-heard and relisted for fresh hearing.</description>
