    <description>Pending proceedings before the Board for Industrial and Financial Reconstruction did not bar enforcement of an independent obligation to pay electricity dues. Section 22(1) of the Sick Industrial Companies (Special Provisions) Act, 1985 stays only specified coercive proceedings, such as winding up, execution, distress and recovery suits, and does not extend to enforcement of a contractual or regulatory undertaking to continue payment for supply of electricity. Where the consumer had agreed to pay arrears in instalments as a condition for reconnection and then defaulted, the obligation remained enforceable, and disconnection for non-payment was not prevented by the pending proceedings.</description>
