    <description>The Board may, subject to Central Government control, make rules by notification in the Official Gazette to carry out the Scheme, including prescribing the form and verification of declarations. Every rule must be laid before both Houses of Parliament for a total of thirty days, and if both Houses agree to modify or annul a rule within the prescribed period, the rule will operate only as modified or cease to have effect, without prejudicing actions previously taken under it.</description>
