    <description>Under the Marathwada University Act, 1974, disciplinary power to remove an officer vested in the Executive Council as the principal executive authority, and the Vice-Chancellor&#039;s statutory powers to regulate work, ensure compliance, and act in emergencies did not include independent authority to terminate service. A disciplinary termination by the Vice-Chancellor was therefore unauthorised unless validly delegated in accordance with the Act. A later Executive Council resolution could not cure the defect, because ratification cannot validate an act that was void for want of statutory authority, and the required Chancellor approval for delegation was not shown. The dismissal was therefore unsustainable.</description>
