    <description>The Forest Conservation Act, 1980 was construed broadly so that &quot;forest&quot; covers all forests irrespective of ownership or formal classification, including areas recorded as forest in government records. On that basis, forest land under the Act was held to include such areas, and prior Central Government approval was required for any non-forest use within them. The order also imposed wide interim controls to prevent forest degradation, including restrictions on felling, regulation of saw mills, veneer and plywood mills, mining and timber movement, and supervision through approved working plans and monitoring mechanisms, with special directions for specified States and hill regions.</description>
