The notice prescribes safeguards: accept only documents signed by authorised CHA pass holders with cardex numbers; verify submitter passes linked to the CHA; capture full signature and cardex on hard copies; confirm LEO and Shipping Bill authenticity via EDI/intranet; verify container marks/seals against examination reports; check CFS gate passes and transit timing; and escalate suspicious cases to senior customs officers.</description>
