    <description>Publication of the syllabus was a mandatory condition precedent to prescribing or preparing text-books under the Act, because syllabus publication had to make the course of instruction known beyond official channels before any textbook selection could lawfully occur. The State&#039;s power to prepare, print or distribute its own text-books under section 5 remained conditional on prior lawful publication of the syllabus and a genuine decision that such action was necessary, taking into account quality, cost, availability and suitability. To avoid disruption to students, the existing Government text-books were continued for the current academic year, while the State was required to proceed afresh for future years in accordance with the statutory scheme.</description>
