    <description>The Motor Vehicles Act, 1988 creates a complete statutory scheme for grant of stage carriage permits, and the permit power must be exercised only by the Regional Transport Authority and other prescribed authorities in the manner the Act requires. The Chief Minister or any non-statutory authority had no jurisdiction to entertain, direct, or influence consideration of a permit application, and executive or political communications could not bypass the statutory procedure. Because the permit was granted on the basis of such outside interference, the grant was inconsistent with the statutory scheme and constitutionally invalid.</description>
