However, allocational efficiency has deteriorated: rural branches, small-value accounts, and credit to agriculture and small industries have declined while deposits and credit concentrated in metros and large borrowers. Regulatory measures (priority sector norms, rural branch mandates, Business Correspondents, Financial Inclusion Plans) and internal reforms (process reengineering, technology, HR and governance changes) are necessary to align operational gains with inclusive allocational outcomes.</description>
