Downloaded certificates may be authenticated by digital or manual signature, while non-TIN-issued certificates require manual signature. The systems authority will prescribe procedures, formats and standards, and TIN-downloaded certificates issued per those procedures will be treated as valid for statutory TDS certification requirements.</description>
