    <description>Every order issued under section 5 and every rule made by the Central Government concerning foreign contribution regulation must be laid before both Houses of Parliament for an aggregate period of thirty days. Both Houses may, within the prescribed period, agree to modify an instrument or determine that it should not be made. A modified instrument operates only in its altered form, and an annulled instrument ceases to have effect, without affecting the validity of prior actions.</description>
