    <description>A Metropolitan Planning Committee must be constituted in each metropolitan area to prepare a draft development plan for the area. State law may prescribe Committee composition, filling of seats, representation of central and state governments and organisations, assigned planning and coordination functions, and selection of the Chairperson, with at least two thirds of members elected from Municipalities and Panchayat Chairpersons proportionate to population. In preparing the draft plan the Committee must regard local plans, matters of common interest (including spatial planning, resource sharing, infrastructure and environmental conservation), government priorities and likely investments, consult Governor specified institutions, and forward the recommended plan to the State Government.</description>
