All seats must be filled by direct election from territorial constituencies delimited to preserve population parity. Legislatures may provide for representation of Panchayat chairpersons at higher levels and for members of Parliament and state legislatures and councils who are electors in a Panchayat area. Chairpersons and other members, whether directly elected or not, have voting rights. Village chairpersons are elected as provided by state law; intermediate and district chairpersons are elected by and from the elected members.</description>
