    <description>The Governor may promulgate Ordinances during legislative recess when satisfied of necessity, subject to restrictions requiring presidential instructions where equivalent Bills would need presidential sanction, reservation, or assent. Such Ordinances have the force of law but must be laid before the Legislature on reassembly, cease after six weeks from reassembly unless approved or may be withdrawn, and are void to the extent they contain provisions that would be invalid if enacted as an Act; Ordinances made under presidential instructions are treated as reserved Bills assented to by the President for repugnancy purposes.</description>
