    <description>The Central Government may, by notification in the Official Gazette, make rules to carry out the Act, including provision for salary, allowances, pension and other conditions of service of Members under section 6. Every rule must be laid before both Houses of Parliament for a cumulative period of thirty days; if both Houses subsequently agree to modify or annul the rule within the next session, the rule will operate only as modified or cease to have effect, without prejudice to actions previously done under it.</description>
