    <description>The Central Government shall constitute the Central Information Commission by notification to exercise powers and perform functions under the Act. The Commission consists of a Chief Information Commissioner and Information Commissioners appointed by the President on recommendation of a committee chaired by the Prime Minister, including the Leader of Opposition (or leader of largest opposition group) and a nominated Union Cabinet Minister. The Chief Information Commissioner has general superintendence, direction and management of the Commission and may act autonomously, assisted by Information Commissioners. Appointees must be persons of eminence with prescribed experience and are disqualified from legislative membership, offices of profit, political party affiliation, business or profession. The Commission&#039;s headquarters is at Delhi and other offices may be established with central government approval.</description>
