The Tribunal also cannot go beyond the record and substitute its own technical assessment for the opinion of competent expert authorities on a candidate&#039;s eligibility. Where the prescribed qualification was satisfied and the expert bodies had accepted the experience and training, interference with the appointment was unjustified.</description>
