Materials first produced at the appellate stage, without showing quantity or specific use in the machinery, are insufficient to establish admissibility. In such circumstances, the credit claim fails. Where wrong availment of credit is shown without evidence of deliberate misconduct of high gravity, penalty may be moderated to a lesser amount.</description>
