    <description>Section 22 of the Sick Industrial Companies (Special Provisions) Act, 1985 does not, by itself, extinguish a sick industrial company&#039;s contractual liability to pay electricity dues under a subsisting supply agreement. Recovery of such dues and related coercive steps are not barred merely because the company is under sickness protection, particularly where the liability continues to accrue under contract. Section 22(3) can suspend contractual obligations only by a specific Board order for implementation of a scheme; in the absence of any such suspension order, the agreement remains enforceable. The recovery proceedings for electricity dues were therefore legally sustainable.</description>
