    <description>Section 44A of the Code of Civil Procedure treats a certified foreign decree filed for execution in India as if it were passed by the District Court, and the amount recoverable under such a decree can still constitute a bank debt under the Recovery of Debts Due to Banks and Financial Institutions Act, 1993. Because that Act gives the Debt Recovery Tribunal exclusive jurisdiction over recovery of debts due to banks and overrides inconsistent procedures, execution of the foreign decree must be pursued before the Tribunal. The High Court cannot retain the execution application on the footing that Section 44A operates independently of the special recovery statute.</description>
