Mere delay in passing or executing the order is not by itself sufficient to quash it unless the delay is unexplained and the case otherwise falls within those limited exceptions. Non-disclosure of an earlier withdrawn writ petition was a serious lapse, but the challenge still could not succeed on the delay-based grounds relied upon. The detention order was restored, while other permissible grounds were left open if enforcement is later sought.</description>
