Mediation Act: clarifies Part Time Member allowances and makes consumer dispute mediation referral discretionary under amended provision.
The order confines rules for travelling and other allowances to Part Time Member status by substituting "Member" with "Part Time Member" in specified provisions, and amends the Tenth Schedule change to the Consumer Protection Act so that referral of consumer disputes to mediation is discretionary by substituting the phrase with "may." It invokes section 54(1) to remove implementation difficulties and gives effect to these textual substitutions under the Mediation (Removal of Difficulties) Order, 2023.

Mediation Act effective date set for specified provisions to commence nationwide on 9 October 2023.
The Central Government, under sub section (3) of section 1 of the Mediation Act, 2023, appoints 9 October 2023 as the date on which Sections 1; 3; 26; 31-38; 45-47; 50-54; and 56-57 of the Act shall come into force, as notified by the Department of Legal Affairs (S.O. 4384(E)).

Provident fund inspectors appointed for Jammu and Kashmir and Ladakh under the EPF and MP Act notification.
The Central Government appointed specified Employees' Provident Fund Organisation officers as Inspectors under section 13(1) of the Employees' Provident Funds and Miscellaneous Provisions Act, 1952 for the Act, Scheme, Pension Scheme and Insurance Scheme. The appointment covered factories and other establishments in the Union territory of Jammu and Kashmir and the Union territory of Ladakh, with jurisdiction allocated according to the concerned head office, zonal office and regional offices. The notification took effect on publication in the Official Gazette.

Lieutenant Governor of Ladakh given delegated rulemaking powers under the Industrial Relations Code, subject to presidential control.
The President delegates rulemaking powers under the Industrial Relations Code, 2020 to the Lieutenant Governor of the Union territory of Ladakh, subject to the President's control and limited to making rules where Ladakh is required to act as the appropriate Government or State Government; the delegation is temporary and operative until further order.

Occupational safety code allows delegated rulemaking for a Union territory's administration regarding workplace health and working conditions.
The Lieutenant Governor of Ladakh is directed under article 239 to exercise the powers and discharge functions of the appropriate Government or State Government to make rules under the Occupational Safety, Health and Working Conditions Code, 2020, subject to the President's control and until further order, limited to areas where the Union territory must make rules.

Lieutenant Governor of Jammu and Kashmir authorised to make Industrial Relations Code rules subject to presidential control.
The President directs that the Lieutenant Governor of Jammu and Kashmir shall, subject to the President's control and until further order, exercise the powers and discharge the functions of the appropriate Government under the Industrial Relations Code, 2020 to make rules in areas where the Union territory is required to make rules as appropriate Government or State Government.

Delegation of powers to the Lieutenant Governor to make rules under the occupational safety and health code, subject to presidential control.
The Lieutenant Governor of Jammu and Kashmir is directed, subject to Presidential control and until further order, to exercise the powers and discharge the functions of the appropriate Government or State Government under the Occupational Safety, Health and Working Conditions Code, 2020 to make rules, limited to areas where the Union territory is required to make rules either as appropriate Government or State Government.

Employer pension contribution revised for eligible joint-option members under the pension scheme, with higher wages-based contribution rules applied.
Central Government notification brings into force the relevant provisions of the Code on Social Security, 2020 to align the Employees' Pension Scheme, 1995 with the Supreme Court's directions concerning the additional employer contribution structure for eligible members who have exercised the joint option under paragraph 11. For such members, the employer's contribution is fixed at 9.49% of basic wages, dearness allowance and retaining allowance, reflecting an increase of 1.16% from the earlier 8.33% rate. The increased contribution applies only to the portion of wages above fifteen thousand rupees per month.

Code on Social Security provisions for Employees' Pension Scheme commence, and certain provident fund provisions are repealed.
The notification appoints 3 May 2023 as the date on which specified provisions of the Code on Social Security, 2020 come into force: sub section (3) of section 15 and selected parts of section 16 relating to the Employees' Pension Scheme, section 143 insofar as it gives effect to specified sub clauses of section 16, and sub section (1) and clause (b) of sub section (2) of section 164 to repeal corresponding provisions of the prior provident fund legislation.

Delegation of rulemaking to Union Territory administrators and Lieutenant Governors for the Industrial Relations Code.
The administrators or Lieutenant Governors of specified Union Territories are directed, subject to the control of the President and until further order, to exercise the powers and discharge the functions of the appropriate Government under the Industrial Relations Code, 2020, to formulate rules only in the areas where those Union Territories are required to formulate rules either as appropriate Government or State Government.

Delegation of powers to Union Territory administrators to frame rules under the Occupational Safety, Health and Working Conditions Code, 2020.
The President directs that the Administrator or Lieutenant Governor of specified Union Territories shall, subject to presidential control and until further order, exercise the powers and discharge the functions of the appropriate Government or State Government under the Occupational Safety, Health and Working Conditions Code, 2020 to formulate rules where those Union Territories are required to do so under the Code.
