Foreign Trade Policy Amended: Duty-Free Imports for Tourism, Extended Export Obligations, and SEZ Entitlements Revised
The Central Government has amended the Exim Policy 2002-07, effective April 22, 2003, under the Foreign Trade (Development and Regulation) Act, 1992. Key changes include: hotels and tourism service providers approved by the Department of Tourism are entitled to duty-free imports equivalent to 5% of their foreign exchange earnings over the past three years, with a minimum earning requirement of Rs.10 lakhs. Supplies from EOU/EHTP/STP units to DTA will count towards positive NFE fulfillment. EPCG licenses with a duty-saved value of Rs.100 crore or more must fulfill export obligations over 12 years. The term 'average' is removed from paragraph 3.7.2, and SEZ units/developers can obtain entitlements with a disclaimer from DTA suppliers.
