Notification No. 23/2002 allows rough diamond imports with a Kimberley Process Certificate or letter of comfort for two months.
Notification No. 23/2002, dated December 26, 2002, mandates that imports of rough diamonds require a Kimberley Process (KP) Certificate or a letter of comfort. This amendment to the Export and Import Policy, 2002-07, is enacted under the Foreign Trade (Development and Regulation) Act, 1992. The notification modifies previous provisions by allowing a letter of comfort as an alternative to the KP Certificate for a transitional period of two months starting January 1, 2003. This change aims to facilitate compliance during the transition period and is issued in the public interest by the Director General of Foreign Trade.
