<h1>New Rule Mandates Kimberley Process Certificate or Letter of Comfort for Rough Diamond Exports/Imports Starting January 1, 2003</h1> The Central Government has amended the Export and Import Policy, 2002-2007, mandating that all imports and exports of rough diamonds must be accompanied by a Kimberley Process (KP) Certificate or a letter of comfort, as specified by the Gem and Jewellery Export Promotion Council (GJEPC). These amendments, effective from January 1, 2003, are included in the Import Licensing Notes of Chapter 71 of the ITC (HS) Classification of Export and Imports items. The letter of comfort will serve as a temporary alternative to the KP Certificate for two months to facilitate a transitional arrangement.
