This decision follows findings that the chemical was exported to India below its normal value, causing injury to the domestic industry. The duty is set at US$ 3.06 per kilogram and applies retroactively from February 7, 2002, when the provisional duty was first imposed. The applicable exchange rate for calculating the duty will be determined by the rate specified in relevant government notifications, based on the date of the bill of entry presentation.
