<h1>India exempts excise duties on cement and steel for tsunami rehabilitation, with refund caps per house.</h1> The Central Government of India issued Notification No. 32/2005-C.E, dated August 17, 2005, exempting cement and steel used in constructing houses in tsunami-affected areas of Tamil Nadu, Andhra Pradesh, Kerala, Pondicherry, and the Andaman and Nicobar Islands from excise duties. This exemption applies to materials used by approved agencies for rehabilitation work. Manufacturers must pay duties initially, but approved agencies can claim refunds. Refunds are limited to 6% of construction costs, with a maximum of Rs. 9000 per house, except in the Andaman and Nicobar Islands, where the limit is Rs. 21500. The exemption is valid for constructions from April 1, 2005, to December 31, 2008.
